Ministro de Estado e dos Negócios Estrangeiros
Nasceu em Vila Nova de Gaia em 1968.
É licenciado em Direito, pela Faculdade de Direito da Universidade Católica Portuguesa, e é advogado de profissão.
Docente da Faculdade de Direito da Universidade Católica no Porto, onde já leccionou Direito Administrativo e Direito Constitucional e onde rege a cadeira de Ciência Política. Desde 2011, docente do MBA Executivo da University of Porto Business School.
Foi eleito deputado à Assembleia da República em 2005 (X legislatura) e assumiu a presidência do Grupo Parlamentar do PSD em Junho de 2008.
Secretário de Estado Adjunto do Ministro da Justiça no XVI Governo Constitucional, entre Julho de 2004 e Março de 2005. Eurodeputado de 2009 a 2024, eleito como cabeça de lista nas eleições europeias de 2009, 2014 e 2019, tendo sido eleito, em 2015, vice-presidente do Partido Popular Europeu.
Vice-presidente do PSD, desde Julho de 2022.
Actualmente é Ministro de Estado e dos Negócios Estrangeiros do XXIV Governo Constitucional.

Born in Vila Nova de Gaia in 1968.
Holds a degree in Law from the Faculty of Law at the Portuguese Catholic University and is a lawyer by profession.
He is a professor at the Faculty of Law at the Catholic University in Porto, where he has taught Administrative Law and Constitutional Law and currently teaches the course in Political Science. Since 2011, he has been a faculty member of the Executive MBA program at the University of Porto Business School.
Elected as a Member of Parliament to the Assembly of the Republic in 2005 (10th Legislature) and assumed the presidency of the PSD Parliamentary Group in June 2008. Served as Deputy Secretary of State to the Minister of Justice in the 16th Constitutional Government from July 2004 to March 2005. Member of the European Parliament from 2009 to 2024, leading the PSD list in the European elections of 2009, 2014, and 2019.
In 2015, he was elected Vice-President of the European People’s Party.
Vice-President of the PSD since July 2022.
Currently serves as Minister of State and Foreign Affairs in the 24th Constitutional Government.
