Vasco Fernandes Teixeira é licenciado em Engenharia Civil pela Faculdade de Engenharia do Porto. É administrador e diretor editorial da Porto Editora, S.A., representante da Porto Editora, S.A. na Comissão do Livro Escolar da APEL (Associação Portuguesa de Editores e Livreiros), membro do Steering Committee do IGEP (International Group of Educational Publishers), membro do Conselho Consultivo da ACEPI (Associação da Economia Digital), membro do Conselho Consultivo da EPIS (Empresários Pela Inclusão Social) e membro do Conselho Social da Faculdade de Direito da Universidade Lusíada do Porto. Anteriormente, entre outros cargos desempenhados, foi fundador da ANJE – Associação Nacional de Jovens Empresários (1986), membro da Comissão de Redação do Projeto de Acordo de Editores sobre o preço dos livros (1994), membro da Comissão de Redação da Lei do Preço Fixo do Livro (1996), fundador da APMP — Associação para a Promoção do Multimédia e da Sociedade Digital (1996), Vice-Presidente da APEL (1997/1998 e 2009/2012), membro do Executive Committee do IPA – International Publishers Association (2006/2009) e Presidente da Assembleia Geral da APMP — Associação para a Promoção do Multimédia e da Sociedade Digital (2006/2015).

Vasco Fernandes Teixeira holds a degree in Civil Engineering from the Faculty of Engineering of the University of Porto. He is an administrator and editorial director at Porto Editora, S.A., representing Porto Editora, S.A. on the School Book Commission of APEL (Portuguese Association of Publishers and Booksellers), a member of the Steering Committee of IGEP (International Group of Educational Publishers), a member of the Advisory Board of ACEPI (Association of Digital Economy), a member of the Advisory Board of EPIS (Entrepreneurs for Social Inclusion), and a member of the Social Council of the Faculty of Law at Universidade Lusíada do Porto.
Previously, among other roles, he was a founder of ANJE – National Association of Young Entrepreneurs (1986), a member of the Editorial Committee for the Publishers' Agreement on book pricing (1994), a member of the Editorial Committee for the Fixed Book Price Law (1996), founder of APMP — Association for the Promotion of Multimedia and the Digital Society (1996), Vice-President of APEL (1997/1998 and 2009/2012), a member of the Executive Committee of IPA – International Publishers Association (2006/2009), and President of the General Assembly of APMP — Association for the Promotion of Multimedia and the Digital Society (2006/2015).
