Nasceu em 1949, em Mirandela.
Terminou os estudos liceais no Liceu Pedro Nunes, em 1976.
Licenciado em Direito pela Faculdade de Direito da Universidade de Lisboa, em 1981, com média final de 15 valores, uma das classificações mais elevadas do curso. Em 1982 integra o sexto curso do Centro de Estudos Judiciários. Termina o curso com uma das classificações mais elevadas e torna-se Magistrado do Ministério Público. Na atividade partidária no Partido Social Democrata foi Presidente da Comissão Política da secção de Algés (1984-1986), Presidente da Comissão Política da secção de Oeiras (1991-1997), Presidente da Associação Nacional dos Autarcas Sociais Democratas – ANASD (1990-1994), Presidente da Comissão Política da Distrital de Lisboa (1992), Presidente da Assembleia Distrital de Lisboa (1994), Presidente da Comissão Política Nacional dos Autarcas Sociais Democratas (1997-2002), Vogal da Comissão Política Nacional (1996) e Vice-Presidente da Comissão Política Nacional (2001 a 2003). Em 1985 vence as eleições autárquicas em Oeiras e é eleito Presidente da Câmara. Em 1988, 1993, 1997, 2001, 2017 e 2021 repete as vitórias eleitorais. Em 2005 suspende a militância no PSD e apresenta candidatura independente à Câmara Municipal de Oeiras, que vence, tornando-se novamente seu Presidente. Em 2009 repete a vitória, enquanto candidato independente.
Em setembro de 2021 foi reeleito Presidente da Câmara Municipal de Oeiras com 50,85% dos votos expressos.

He was born in 1949, in Mirandela.
He completed his secondary education at Pedro Nunes High School in 1976.
He graduated in Law from the Faculty of Law at the University of Lisbon in 1981, with a final grade of 15, one of the highest in his class. In 1982, he joined the sixth class of the Judicial Studies Center. He completed the course with one of the highest grades and became a Public Prosecutor.
In his political career within the Social Democratic Party (PSD), he was President of the Political Commission of the Algés section (1984-1986), President of the Political Commission of the Oeiras section (1991-1997), President of the National Association of Social Democratic Local Authorities – ANASD (1990-1994), President of the Political Commission of the Lisbon District (1992), President of the Lisbon District Assembly (1994), President of the National Political Commission of Social Democratic Local Authorities (1997-2002), Member of the National Political Commission (1996), and Vice-President of the National Political Commission (2001-2003).
In 1985, he won the municipal elections in Oeiras and was elected Mayor. He repeated his electoral victories in 1988, 1993, 1997, 2001, 2017, and 2021. In 2005, he suspended his membership of the PSD and ran as an independent candidate for Oeiras City Hall, which he won, becoming its Mayor again. He repeated his victory in 2009 as an independent candidate.
In September 2021, he was re-elected Mayor of Oeiras with 50.85% of the votes cast.
